"Toward Education for All - A Development Brief for Education, Culture, and Training" is a policy document which translates the Namibian philosophy on education into concrete and implementable government policies. It is detailed and comprehensive, thus covering all the important facets of education. It should, therefore, be supported by all of us.

Education in our country used to be enjoyed only by the privileged few, whom apartheid and colonialism considered worthy of it. In other words, it was not the right of every citizen to have access to learning and its benefits.

However, since independence my Government has placed education at the top of our national priorities. It is the key to better life and, therefore, fundamentally important. Consequently, access to education should not be limited to a select elite, but should be open to all those who need it -especially children and those adults who previously had no opportunity to gain education.

Further, to underscore once more, the importance of education, we have, as founders of the Republic of Namibia, enshrined in our Constitution -Article 20 - the right to education. We have also made primary education compulsory, so that all our children may have a chance to acquire basic skills and knowledge.

Parents have a duty to ensure that their children attend school and Government has a corresponding duty to provide schools, teachers and all the necessary facilities. Education is a joint venture between Government and parents. I am proud to state that my Government is ready and has, in fact, already started to fulfil its part. Many parents and communities have also taken on their responsibilities. Let us continue to work together.
