History of the Namibian Road Sector, by Brenda Bravenboer et al.
In 2005 the editiorial committee decided that the book, History of the Namibian Road Sector by Brenda Bravenboer et al., should deal with history, legislation, road sector reform, finance, road network development, engineering, construction and maintenance as well as some of the notable people involved in building Namibia's roads, after which they approached historians, authors and engineers for their input.
The committee subsequently commissioned Dr. Nils Bruzelius, Gunter Seydack, Pete Plantema, in collaboration with Ben Boshoff, to write two chapters each and Brenda Bravenboer to write one chapter. Engineering companies and contractors were approached to participate by making a financial contribution towards the realisation of this project. Later still the EC decided that the issue of labour-based work as well as the road maps indicating the road network in certain stages of development should also form part of the work and Justin Runji (who has since taken up a position with the World Bank) and Professor Dr. Uwe Jäschke from the University of Dresden were approached to contribute too. Certain chapters of History of the Namibian Road Sector thus became the responsibility of the selected individuals. While some authors could prepare their chapters in good time, others however, due to daily responsibilities and time constraints found it difficult to give the project their undivided attention and time marched on. In addition some of the EC members could not continue to serve on the committee, one of whom was Stefaans Poolman, due to his retirement. Horst Schommarz, the new Manager of the Maintenance Division was appointed in his place. Subsequently Bill Zapke resigned from the committee due to illness and was replaced by the former Senior Engineer: Maintenance, Klaus Detering. Due to other commitments Gys Reitz could no longer fulfil his role as the coordinator and requested to be relieved of this duty. Brenda Bravenboer was approached by the EC to take over this role, which she did in February 2010. The authors were allowed a measure of freedom to allow them to express themselves; their work however, was subject to EC approval. When it came to actually compiling the book it was found that it would not do to just simply cluster the prepared chapters together, as obviously there were certain duplications by the very nature of the methodology, experience and knowledge of the authors. Brenda, in the role of coordinator and compiling editor, then put forward a new concept for the book to the editiorial committee. In her proposal she opined that a publication of this nature could do more to highlight the realities of the Namibian road sector in the new order and under the new dispensation. The publication definitely warranted a more in-depth approach so as to create an interest in and appreciation of its most valuable asset with the Namibia nation, namely the road network. It could also be used to generate more awareness in government circles so as to continue investing in this asset to maintain and uphold the high standards of Namibia's roads. The EC agreed to this concept and furthermore was also convinced that the Namibian road network should not be seen in isolation but in the context of the African subcontinent as well. The publication should portray the part that roads play in the SADC region. Not only do Namibian roads reach to the borders of neighbouring countries, but Namibian interests also spill over into these countries and thus foster international cooperation. Cross-border traffic also utilises Namibia's road network through the corridors, making Namibia a key player in the southern African region. It is interesting to note that + most local Consulting Engineering firms also work in other countries on the African continent. [...]
